Overview:  Ends have three components: the people the organization will benefit, the benefit to those people and a relative cost of the benefit. Ends also do not identify the way in which the Ends will be accomplished. They are independent from the Means.

A: We do good stuff for good people. Choice A has identified the people that will benefit - Good People - but Good Stuff is likely to be a Means rather than Ends. At the best it is not clear if it is an Ends or a Means. 
B: Our street is safer. Choice B has identified the people - a group of people that reside on or make up "Our Street" and a benefit them, which is "Safer." It is missing the "at what cost" element of Ends. B is the best choice, even though it is missing a cost element.
C: We try harder. Choice C is missing all elements of an End and is a means - trying harder.
D: Quality is Job One. Choice D, just as Choice C is missing all elements of an End and is really a means.
